..means ‘buyer beware’

Prior to statutory laws becoming enacted, a buyer had no guarantee or warranty of the quality of his purchase.

Some countries (UK) have Trade Descriptions Acts, which require goods for sale to be of merchantable quality and be what they are purported to be in any advertisement. Buyers should always exercise caution when buying anything.
